The primary goal of this permit is to restore and maintain the chemical, physical, and biological integrity of waters of the state through management and treatment of urban stormwater runoff. This is accomplished by management of the Municipal Separate Storm Sewer System through a Stormwater Management Program. The purpose is to maintain water quality where there is compliance, and help restore waters where there is noncompliance.
