Develop a SWPPP, submit a permit application to MPCA and receive permit coverage (item 2.2) Initiate soil stabilization where construction has permanently or temporarily stopped and will not resume for 14 days, or 7 days if the site discharges to a special or impaired water (item 8.4) Complete stabilization of exposed soil that are within 200 feet of Public Waters that have DNR “work in water restrictions” during specified fish spawning times (item 8.5) Repair, replace, or supplement all nonfunctional BMPs with functional BMPs unless another time frame is specified (item 11.4) Complete stabilization of exposed soils after construction has permanently or temporarily stopped for projects that discharge within one aerial mile radius of a special or impaired water (item 23.9) If the owner or operator changes, submit a Permit Modification Form to transfer permit responsibility. 30 days before land disturbing activities begin: Submit the SWPPP and permit application if the project is 50 or more acres and discharges to a special or impaired water located within one mile (item 3.4) Re-install all sediment control practices that were removed for short-term activities. Re-install before the next rain event even if the short-term activity is not complete (item 9.6) Stabilize the wetted perimeter of the last 200 feet of temporary or permanent ditches after connecting to a surface water or property edge. (see 7 or 14 day requirements for remaining portion of the ditch) (item 8.6) Repair, replace, or supplement all perimeter control devices when they become nonfunctional or the sediment reaches 1/2 the height of the device (item 11.7) Conduct routine inspections of the entire site by a trained person (item 11.2) Submit a Notice of Termination (NOT) Form to end permit coverage when the project is finished and all termination conditions are complete (item 4.2) Upon request, make the SWPPP, inspection records, training records, and other information required by this permit available within 3 days (item 24.5)
Install sediment control BMPs on all downgradient perimeters of the site (item 9.2) Install additional sediment control if downgradient sediment controls are overloaded (item 9.3) Stabilize temporary or permanent ditches that were being used as sediment containment during construction when they are no longer used (item 8.7) Remove sediment from sediment basins when sediment reaches half the storage volume (item 11.8) Amend the SWPPP if inspections identify that changes are needed (item 11.11) Keep the SWPPP and inspection and maintenance records at the site during normal working hours (item 20.2)
