Introduction

Regulated MS4 permittees are required to develop a stormwater pollution prevention program (SWPPP) to reduce the pollutants entering the municipality's storm sewer system. When applying for the MS4 permit, permittees identified measurable goals they intended their SWPPP to reach. Based on these goals, permittees should evaluate the effectiveness of their program and make any necessary changes.

  • Documentation that MS4 staff should retain - List of all the documentation requirements (what information to keep, how long to keep it, level of detail to keep, etc.) for compliance with the MS4 permit
  • Enforcement action documentation template - MPCA template to document all required information related to enforcement actions used to compel compliance with the MS4's regulatory mechanism(s).
  • Permit requirement tracking - The City of Cloquet's program management Excel workbook. It allows MS4 staff to document in one location actions to meet MS4 permit requirements and evaluate the effectiveness of their stormwater program.
