Minimum Control Measure 3 - Illicit Discharge Detection and Elimination (IDDE) of the MS4 General Permit requires permittees to develop and implement a program to detect and eliminate illicit discharges into their MS4. The IDDE program should include incorporating illicit discharge inspections into all inspection and maintenance activities, inspecting priority areas for illicit discharges, and investigate and eliminate spills and illicit discharges reported by the public. The MS4 General Permit requires specific information to be documented for all discovered or reported illicit discharges.
