The MPCA is in the process of reissuing the MS4 General Permit. At this time, the MPCA anticipates the MS4 General Permit to be reissued in Fall 2019. Although the current MS4 General Permit expired on July 31, 2018, those covered under the current permit will continue to operate under it until the MPCA reissues the new permit. The new permit is subject to the NPDES Stormwater Final MS4 General Permit Remand Rule, which emphasizes permit requirements to be “clear, specific, and measurable.”

The MPCA will review and consider all comments received and may make changes to the draft permit based on those comments, but the MPCA will not respond to each comment. The MPCA will provide formal responses to public comments, in accordance with Minn. R. 7001.1070, after the formal public comment period, which is planned for later this summer.
