In 2013, the Minnesota Stormwater Manual underwent a significant transformation when it was converted from a static document into a dynamic, web‑based wiki platform. The wiki structure enabled streamlined collaboration across multiple editors, navigation and linking between topics, version tracking, and sped up the process of making updates based on the most recent science, regulatory changes, and practical experience. The wiki allowed for users to submit comments, allowing MPCA to quickly respond to user needs and maintain technical and regulatory consistency.
Mike Trojan’s leadership was central to the vision and execution behind the manual’s transition. Mike guided stakeholder collaboration, bringing in engineers, designers, regulators, and technical experts to carry forward core content while adapting it as needed to reflect the most up-to-date information. His stewardship was essential in ensuring that the new format remained both reliable and accessible to practitioners across Minnesota and beyond.
